In March 14th, the three session of the eleven National People's Congress voted to adopt the decision to amend the election law of the People's Republic of China National People's Congress and local people's congresses.

Since 1953, the number of people represented by every National People's Congress in rural areas and cities has undergone a change from 8:1 to 4:1.

This revision is the first time this proportion is stipulated as 1:1.

The revised electoral law stipulates that the number of deputies to the National People's Congress shall be allocated by the Standing Committee of the National People's Congress in accordance with the population of each province, autonomous region and municipality directly under the central government, in accordance with the principle of the same number of urban and rural population represented by each representative, and the requirement of ensuring the appropriate number of representatives in all regions, ethnic groups and all areas.

In addition, the revised electoral law has also added a series of new regulations: the deputies to the NPC should have a wide range of representativeness, and there should be an appropriate number of grass-roots representatives, especially workers, peasants and intellectuals; citizens should not serve as more than two deputies to the administrative regions without affiliation; the Electoral Commission should, according to the requirements of the voters, organize the candidates to meet with the voters, introduce their own situation by the representatives of candidates, answer the questions of voters;

The amendment is the Fifth Amendment of the electoral law, and the biggest highlight is the realization of the same voting rights.

8:1 was reasonable at that time, and 1:1 is also a reflection of today's objective reality. Its process shows that the legislation keeps pace with the times.

This amendment provides a legal guarantee for the "same vote with the right", which fully embodies the equality of citizens stipulated by the constitution.

The spirit of the right to be elected makes the urban and rural residents not only substantive equality but also formal equality, which is of great significance for safeguarding the democratic rights of the masses.
