The "2010 Annual Meeting of National Garment Standardization Technical Committee" organized by Li Ning (China) Sporting Goods Co., Ltd. recently closed in Beijing. Liu Shuangqiu, director of the National Standardization Committee, Feng Dehu, full-time vice president of the China National Garment Association, Jiang Hengjie, director of the National Garment Standardization Technical Committee, Guo Jianxin, chief operating officer of Li Ning (China) Sporting Goods Co., Ltd., Dong Jun, general manager of the supply chain management system, and more than 100 representatives from clothing enterprises across the country attended the meeting. At the meeting, the National Technical Committee for Garment Standardization formulated the "12th Five Year Plan" on the basis of summarizing the garment standardization work of the "11th Five Year Plan", and proposed the development goals and key tasks of China's garment standardization in the next five years.

It is understood that during the "11th Five Year Plan" period, the National Garment Standards Committee completed 43 national standards and 20 industrial standards development and revision projects, enriched the garment industry standard system, and simultaneously improved the quantity and quality of standards. Among them, two national standard samples, "Five level Sample of Silk Garment Sewing Wrinkle" and "Sample of Silk Garment Appearance Defects", provide a scientific basis for the quality inspection and evaluation of silk clothing. During the "11th Five Year Plan" period, the National Technical Committee for Garment Standardization has successively established two sub committees for down garments and shirts, and a working group for jackets. The enterprises undertake the standardization work of the sub committees and working groups, attracting more experts from industries and enterprises to become members, providing talents and technical support for the standardization work. In 2008, the National Garment Standards Committee actively participated in the activities of the International Organization for Standardization (ISO) and undertook the centralized management of the domestic technology of the ISO Technical Committee on Clothing (ISO/TC133). The Shanghai Institute of Clothing, the affiliated unit of the secretariat, applied to undertake the work of the ISO/TC133 secretariat. In 2009, according to the requirements of the National Standards Committee, the Clothing Standards Committee submitted an English version of its application to undertake the work of the Secretariat and a proposal for the revision of an international standard. In July 2010, with the joint efforts of the National Standardization Administration and China's clothing industry, South Africa agreed to work together with China to undertake the work of the ISO/TC133 secretariat at the International Standard Working Conference on ISO/TC133 Clothing Size System and Design held in China. In addition, the National Garment Standards Committee submitted a proposal to the International Organization for Standardization (ISO/TC133) through the National Standards Committee in 2008 to revise the international standard "Garment Structure and Anthropometry - Human Dimensions", which was adopted at the "International Conference on ISO/TC133 Garment Sizing System and Design Standards" in July 2010. It agreed that China should take the lead in revising the international standard ISO8559-1989, South Africa, South Korea and Japan are members of the working group. This resolution marks that China's garment standardization work has really entered the field of international standardization.

Looking ahead to the "12th Five Year Plan", Director Jiang Hengjie said at the meeting that the standardization work of China's clothing industry will closely focus on changing the mode of economic development, accelerate industrial restructuring and upgrading, focus on improving the overall level of standards and market adaptability, and further optimize the clothing standard system structure; It is necessary to further improve and perfect the standard system of China's clothing industry and improve the technical level of China's clothing standards; The preparation and revision cycle of standards shall be controlled within two years, and the standard age shall be controlled within five years to improve the overall level of garment standards; Increase the adoption of international advanced standards in China's clothing standards, and improve the adoption rate of clothing standards; Strengthen the information construction, improve the clothing standardization consulting service network platform, and make the standardization work more timely and effective; Strengthen the construction of standardization talent team to attract more professionals to care about and participate in clothing standardization; Encourage and guide enterprises to formulate enterprise standards and promote enterprises to improve standardized management level; Actively strive for the government's project funding support, and promote the research on key basic projects of clothing standardization; Strengthen the contact and technical exchange with international standardization organizations, and actively participate in international standardization work.

The 12th Five Year Plan for the Development of National Garment Standardization (discussion draft) also sets out the key tasks and projects of garment standardization during the 12th Five Year Plan. First of all, we will focus on the establishment and improvement of safety standards for consumer goods, functional clothing standards, and professional clothing standards. In particular, we should establish safety standards for children's clothing to further improve the standard system of China's clothing industry. Second, a clothing basic standardization sub technical committee will be established to strengthen the research on clothing basic standards. Third, strengthen the important measure of breaking through technical barriers to trade - apply to undertake the work of ISO/TC133 Secretariat and actively strive for proposals for international standards. Fourth, we will attach importance to standard scientific research input. The key projects during the "12th Five Year Plan" period will also be set up around key tasks, such as the "Development of Ecological and Safety Standards for Clothing Products" project, which aims to strengthen the development of standards such as limits and detection methods for toxic and harmful substances in clothing products, and further improve China's clothing ecological safety standard system; The project of "Development of Safety Standards for Children's Clothing" aims to develop mandatory standards for children's clothing accessories, ropes, straps and other safety aspects, and further improve the safety standard system for children's clothing; The project of "Development of testing and evaluation standards for functional clothing" aims to accelerate the development of testing and evaluation methods and standards for functional clothing, and further improve the standard system of functional clothing.
